Part time Animal Control Officer


The position of Part-Time Animal Control Officer is intended to assist and supplement the Town’s full-time Animal Control Officer. This role requires working a flexible schedule, including weekends, holidays, and occasional evening hours. This position will typically require working every other weekend. The 2026 hourly rate is $16.98, in accordance with Town Ordinance 1875. This position is scheduled for up to 40 hours per two-week pay cycle.

Job Description: Animal Control Officer
The animal control officer serves as a municipal agent of the town concerning animal protection, control, public health, and welfare as it relates to animal control.
Minimum Qualifications:

  1. Standards, Skills, and Knowledge
    a. Job Standards: Any combination of education and experience providing the required skill and knowledge is qualifying. Typical qualifications would be equivalent to:
  2. High school diploma or GED.
  3. Successful completion in the St John Metropolitan Police Department Police Animal Control Officer hiring process.
    b. Skills
  4. Proficient in operating the necessary tools and devices to capture animals.
  5. Learn, interpret and apply the policies, procedures, laws, codes, ordinances, and regulations pertaining to animal control and animal protection.
  6. Effectively communicate with Central Dispatch.
  7. Effectively determine animal diseases to assist in determining the proper
    disposition for an animal.
  8. Determine the proper action to take when confronting animals who are
    agitated, vicious, frightened, or injured.
  9. Act quickly and calmly in emergencies.
  10. Ability to write clear, accurate, factual, and concise reports.
  11. Ability to properly and safely tranquilize animals as necessary.
  12. Meet and deal tactfully and courteously with the public.
  13. Excellent and safe driving ability and practices.
  14. Ability to take initiative with little direct supervision.
    c. Knowledge
  15. Knowledge of basic methods of animal collection, care, and disposal.
  16. Knowledge of occupational hazards and standard safety practices necessary in the area of animal capture and control.
  17. Proficiency with personal computers, specifically mobile data units, computer software, and applications.
  18. Knowledge of state, federal laws, and Town ordinances.
  19. Knowledge of Town geography and boundaries.
  20. General knowledge of office equipment, including a fax machine, copier,
    telephone, calculator, and shredder.

Duties and Responsibilities

  1. The animal control officer shall serve as the Town of St. John’s primary agent concerning animal protection and control in addition to public health and safety as it relates to Animal Control.
  2. The animal control officer shall conduct preventative patrols to detect roaming nuisance or injured animals.
  3. Respond to citizen complaints concerning animals.


Job Description: Animal Control Officer

Animal control monthly report will be turned in to the Chief of Police or designee no later than the 7th of each month. The report will be for the previous month. (i.e. January report will be due by the 7th of February).

Is responsible for the detection and investigation of incidents involving cruelty to animals.

The animal control officer will keep records and write reports as required by this Department and the State of Indiana using the Spillman database.

Conduct an annual survey of licensed and unlicensed canines.

The animal control officer will enforce all laws and ordinances pertaining to all animals.

Conduct preventative educational programs and enforcement activities that are designed to prevent the incidence or spread of rabies.

The animal control officer will operate and maintain a Department vehicle.

Transport animals to the St. John animal shelter and examine captured animals for illness or injury.

Will transport sick or injured animals to the veterinarian for medical treatment as needed.

Responds to assist on-duty Officers with animal control issues as needed.

The animal control officer is responsible for removing dead animals from roadways and dispose of them.

The animal control officer will quarantine animals that are suspected of inflicting an animal bite on a person and provide follow-up contact to ascertain if the animal is showing any signs of sickness or rabies. The animal control officer will then file a report with the Health Department.

The animal control officer shall issue citations to enforce Town animal regulations including licensing requirements and the leash law.

The animal control officer shall testify in court as an expert witness regarding the enforcement of animal control laws.

The animal control officer shall ensure that no drugs of any kind are kept or otherwise stored at the St. John Animal Control Facility, unless the drug(s) are prescribed by a licensed veterinarian for an animal in the care of our facility. Upon release/cure of an animal, any remaining prescription drug(s) will be disposed of immediately in the police department drug drop off box located in the lobby. A written log of all prescriptions/drugs will be kept by the animal control officers, indicating the animal that the prescription drug is for, dates and times of dosages given, and final disposition of any left-over prescriptions.

No drugs or prescriptions will be accepted at the animal control facility, except as specified above. Individuals should be directed to the drug drop off box in the police department lobby. If any drugs or prescriptions are dropped off after hours, Animal Control Officer(s) are to log the drug/prescription, any owner information (if available) and final disposition of the prescription in the written log indicating that the drug or prescription was dropped off after hours.
